Tte US Environment Protection Agency's (EPA) new Renovation, Repair and Painting Rule becomes fully effective and enforceable shortly. This new Federal regulation is intended to protect children and adults alike during renovation, repair and painting projects in pre-1978 housing and in pre-1978 child-occupied facilities, such as daycare centers, where lead-based paint will be disturbed by the work.
The final Renovation, Repair, and Painting (RR&P) rule in Section 402 (c) (3) of the Toxics Substance Control Act (TSCA) establishes requirements for training and certifying renovators, other renovation workers for renovation work practices; and for recordkeeping. Firms must have one or more “Certified Renovators” assigned to jobs where lead paint is disturbed.
